Police say a man was driving drunk when he ran a red light and struck another car killing his passenger Saturday in Georgetown.

On Tuesday the Scott County man faced a judge and it appears Johnny Ray Allen was in very familiar territory.

Johnny Ray Allen has an extensive criminal record filled with prior DUIs and drug charges. Phillip Burgess’ mother wants to know why Allen was even out of jail in the first place.

The 32-year-old, now charged with DUI and 2nd degree manslaughter in the death of Phillip Burgess was in the court room less than two months ago charged with manufacturing meth.

Scott District Judge Vanessa Dickson lowered his bond to $1,000 from $10,000 despite the fact Allen was already out on bond for another August 2012 charge of making meth.

“He might be alive today had he been put where he should have been,” Tammy said.

Phillip’s mother, Tammy, is surprised Allen was free on bond, but even more shocked when she was told her this is actually the fourth time allen has faced a DUI charge.

A Myrtle Beach area man charged with felony DUI following a fatal collision in the Forestbrook area has previously been charged with driving under the influence, according to online jail records.

Thomas Tiedeman, 48, was charged June 18 with felony DUI and driving under suspension, said Senior Trooper Bridget Wyant with the S.C. Highway Patrol.

Tiedeman was injured in the crash and transported by EMS to Grand Strand Regional Medical Center, Wyant said. His condition was unknown.

The victim has been identified as Colleen Skarogstad, 44, of Myrtle Beach. She had to be freed from her vehicle and was

An 18-year-old North Carolina man was charged in connection with a fatal crash that killed another teen who was a passenger in his vehicle late Friday, according to an arrest report filed Monday evening.

Taifa Metho Kituku, 18, of Kannapolis, N.C., was charged with felony driving under the influence with death results and two counts of felony driving under the influence with great bodily injury at 4:30 p.m. Monday.

Myrtle Beach police charged Kituku in connection with the death of Braydon Harding, 19, also of Kannapolis, N.C., who was a passenger in the back seat of Kituku’s vehicle that was struck by another vehicle at 11:30 p.m. Friday on Farrow Parkway and Kings Highway, according to authorities.

Two 18-year-old men also were hurt during the crash.

In a Myrtle Beach police report, officers wrote that Kituku broke down and told police the crash was his fault when he was told of Harding’s death.

Charges were dropped Monday against a Baltimore County police officer who was stopped during a St. Patrick’s weekend sobriety checkpoint in Carroll County.

Capt. Matthew McElwee, who turned 44 on Monday, previously headed the Franklin Precinct in Reisterstown. He received citations from the Carroll County Sheriff’s Office accusing him of driving while intoxicated and driving while under the influence.

Sheriff Mike Scott

When Mike Scott took charge of the Lee County Sheriff’s Office in 2004 following a 62% mandate in that election, he became just the 12th person to oversee the agency since 1887. Sheriff Scott was re-elected by large margins in the Primary and General Elections of 2008 and again in 2012. The North Fort Myers High School graduate and third generation native of Lee County has seen many changes over the years. His family’s roots date back to 1910 and Scott, 50, still lives in North Fort Myers with his wife Krista (26 years married). Daughters Lindsay and Mackenzie are both in College.

Sheriff Scott is a 1985 graduate from the University of South Florida and holds a Master’s Degree in Business Administration. He also holds numerous law enforcement certifications from specialized training over the years. In June 2010, he graduated from the FBI National Academy in Quantico, VA and was selected by his 260 classmates to give the commencement speech along side the FBI Director.

Sheriff Scott has served during the very best and very worst economic conditions Southwest Florida has experienced which have provided a wide variety of challenges. He is quick to credit his staff of more than 1,500 for the many successes of the agency and he remains proud to serve.

FLORENCE, S.C. – A Florence teen was charged with felony DUI after a woman died as a result of a two-car collision Saturday in Florence.
Nicklas Surls, 18, of 1823 Carter Corner Road, was arrested by South Carolina Highway Patrol in connection with the fatal wreck at the intersection of East Palmetto Street and McCurdy Road in Florence.
