Utah: fired trooper and Highway Patrol facing lawsuits over alleged phony DUI arrests

During her 10 years as a Utah state trooper, Lisa Steed built a reputation as an officer with a knack for nabbing drunken motorists in a state with a long tradition of tee totaling and some of the nation’s strictest liquor laws.
Steed used the uncanny talent — as one supervisor once described it — to garner hundreds of arrests, setting records, earning praise as a rising star and becoming the first woman to become trooper of the year.
Today, however, Steed is out of work, fired from the Utah Highway Patrol, and she — and her former superiors — are facing a lawsuit in which some of those she arrested allege she filed bogus DUI reports.
“If we don’t stand up to Lisa Steed or law enforcement, they just pull people over for whatever reason they want,” said attorney Michael Studebaker.
Steed declined to comment, but her attorney Greg Skordas said she denies the allegations. She is trying to get her job back.
The people snared by Steed say the arrests disrupted their lives and were costly to resolve.

A single-vehicle rollover in Salt Lake County left one man dead and another in jail on suspicion of driving under the influence.
The Utah Highway Patrol says 22-year-old Joshua Wallace of West Jordan was pronounced dead at the scene of the late Saturday night accident.

Days after one man began the process of suing Lisa Steed, four more people have announced their intention to go after the beleaguered Utah Highway Patrol trooper.
Jason Holt, Cortney Feragen, Andie Snyder and Shadoe Snyder all took the first step on Friday toward a lawsuit against Steed for allegedly violating their rights when she tested them for being intoxicated, which led to criminal charges against them. Clifford Ray started the same kind of lawsuit against the trooper earlier this week.
All five are seeking $250,000. Michael Studebaker, the attorney representing all of them, would also like to see overturned convictions for the three clients who were found guilty.
Whether they are found convicted on Steed’s charges or not, the court process “can become time intensive and costly… it wears down these people,” Studebaker said.  …MORE

Utah: Highway Patrol reports motorcyclists were run down by drunk driver, one dead; Tyler Young facing DUI homicide charge

PLEASANT GROVE — The Utah Highway Patrol believes DUI and speed were factors in a deadly crash on I-15 near Lindon early this morning.
It happened just after midnight when a southbound silver Mitsubishi rear-ended a motorcycle carrying two people.
Lt. Rich Christianson said, “Both of them had their helmets on. They appear to be coming home from work, co-workers.”
The impact caused the motorcycle to crash. The passenger, Juan Ernesto Salazar Conce, 31, of Orem, landed in traffic and was hit by several cars. He died on scene.
The motorcycle driver, Irving Tellez Acevedo, 23, of Spanish Fork, was taken to Utah Valley Regional Medical Center in critical condition.
The driver of the car, Tyler Young, 27, of Provo, was not injured. He was arrested for investigation of DUI and automobile homicide. Troopers say they found prescription pill bottles and evidence of alcohol use in his car.
“We’ve taken his blood and we’ll have to wait for the results to come back on that to see what his levels are,” Christianson said. “But he appears to be impaired, and it looks to be the contributing factor in this case.”   …..MORE

Utah: Highway Patrol runs nearly 20% arrest rate for vehicle stops in recent DUI enforcement

The following report from the Utah Highway Patrol:
The week ending Feb. 17, 2011, the DUI Squad accomplished the following:
Vehicle Stops: 124
DUI Arrests: 23
Drug Arrests: 11
Not a Drop Arrests: 4
Open Containers: 2
Alcohol Restricted: 2
Alcohol Revoked: 1
10-80 (High speed chase) /Felony Arrest: 1 (Trp. Z. Randall)
The DUI Squad also assisted Section 2 troopers and the Alcohol Enforcement Team during the “Dew Tour”, an outdoor concert. The combined enforcement efforts resulted in 12 DUI arrests and 4 vehicle impounds for street racing.
On February 12, 2011, troopers from the DUI squad were also involved in a vehicle pursuit at approximately 0130 hours, following the outdoor concert.
A trooper initiated the pursuit when a small blue passenger car fled from an attempted traffic stop in Ogden. The pursuit was brought to an end when the trooper pitted the vehicle near Adams and 24th Street. The intoxicated female driver and male passenger were both apprehended.
