Crash – Fatality *ADDITIONAL CHARGES – On July 28th, investigators from the Crash Investigation Unit obtained an additional charge against the driver of the vehicle involved in the fatal crash which occurred in the area of Centreville Rd and Rugby Rd on July 26th. Investigators are requesting anyone who may have witnessed the crash to contact police.

Arrested on July 28th:

Carroll Arness SMITH, 45, of 13219 Nassau Dr in Woodbridge

Additionally charged with involuntary manslaughter

Previously charged with driving under the influence and driving on a revoked license

Court date: September 10, 2015 | Status: released on summons

  On July 26th at 5:45AM, investigaors from the Crash Investigation Unit responded to the area of Centreville Rd and Rugby Rd in Manassas, Va., to investigate a single vehicle crash. The investigation revealed that the driver of a 1996 Infiniti I30t was traveling southbound on Centreville Rd in the area above when the vehicle left the roadway and struck a utility pole. The driver and passenger were both flown to an area hospital where the passenger died as a result of his injuries later that day. The driver remains hospitalized and is expected to recover. During the investigation, the driver was also determined to have been under the influence of alcohol at the time of the crash. Following the investigation, the driver was arrested. Additional charges are pending.

The dead passenger was identified as Ellery Darnell PENN, 56, of Manassas.
