At least 26 people died in collisions in CA during the 54-hour Independence Day Maximum Enforcement Period, which began at 6 p.m. on July 3.

Among the 13 vehicle occupants killed within CHP jurisdiction during the Independence Day MEP, 38% of them were not wearing a seat belt.

The 930 arrests by CHP for DUI during the Independence Day MEP reflect a 25% decrease from a comparable time period (2 1/4 days) in 2009.

S-1 drove away from the scene and was located by responding officers who conducted a vehicle stop. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

Suspect #1: ORNELAS, SAUL (HMA, 18, ARRESTED) Suspect #2: JUVENILE (WMJ, 17, ARRESTED) S-1 (Sacramento resident) was operating a motor vehicle that was stopped for a vehicle code violation. S-2 (Elk Grove resident) was a passenger in the vehicle that S-1 was driving. Upon contact, S-1 displayed objective signs of impairment and was arrested. A records check revealed that S-2 had an active warrant out for his arrest. S-1 was transported to the main jail. S-2 was taken into custody then transported to juvenile hall.

Suspect: THOMAS, BRENT (WMA, 22, ARRESTED) S-1 (Elk Grove resident) was discovered passed out sitting in the driver’s seat of a vehicle that was impeding traffic. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

Suspect: SOLIS, JOHN (HMA, 61, ARRESTED) Officers responded to the above area regarding an impaired driver. Responding officers located the described vehicle and conducted a vehicle stop. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

Upon contact, S-1 displayed objective signs of impairment. The occupants in the vehicle that S-1 collided with were transported to a local area hospital for medical treatment of non life-threatening injuries. S-1 was cleared for incarceration at a local area hospital then transported to the main jail.

Suspect: GILMOUR, ZACHARY (WMA, 29, ARRESTED) S-1 (Elk Grove resident) was operating a motor vehicle that was stopped for a vehicle code violation. Upon contact, S-1 displayed objective signs of impairment and was found to be on probation. A probation search of S-1’s vehicle led to the discovery of narcotics. S-1 was arrested then transported to the main jail.

Suspect: EDWARDS, JEREMY (WMA, 41, ARRESTED) Officers responded to the above location regarding a person who was driving through the drive thru creating a disturbance. When officers arrived, they located S-1 (Elk Grove resident) inside his vehicle. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

Suspect: RAND, KATHLEEN (WFA, 19, ARRESTED) S-1 (Sacramento resident) was operating a motor vehicle that was involved in a collision with a fixed object. When officers arrived, they found the vehicle that S-1 had been driving was unoccupied. Responding officers were unable to locate S-1 who had fled the scene. Around 0500 hours, EGPD received information that S-1 was at a nearby location. Officers responded to the location and contacted S-1. Upon contact, S-1 displayed objective signs of impairment and performed poorly on field sobriety tests. S-1 was transported to a local area hospital for medical treatment as a result of the collision. S-1 was arrested then issued a misdemeanor citation and released in order to receive medical treatment.

Suspect #2: SINGH, HARPREET (AMA, 23, ARRESTED) Officers responded to the above location regarding a physical disturbance. When officers arrived, they were directed to the occupants inside a vehicle that was leaving the parking lot. Officers conducted a vehicle stop and contacted S-1 (Elk Grove resident) who was operating the vehicle. Upon contact, S-1 displayed objective signs of impairment and performed poorly on field sobriety tests. S-2 (Elk Grove resident) was a passenger in the vehicle S-1 was driving. S-2 displayed objective signs of impairment. A records check revealed that was on parole. Both suspects were arrested then transported to the main jail.
