NEWARK, DEL. — Newark Police have arrested Kyle Loyd, 21, of Marrows Road in Newark, Del., and charged him with the DUI death of 22-year-old Amanda Hagelstein who was walking south on Chapel Street and attempted to cross Delaware Avenue.

Police report she was walking with an acquaintance at the time when the striking vehicle, a 1994 Ford Ranger was eastbound on Delaware Avenue, in the right lane, approaching a green light at Chapel Street.

Hagelstein and the acquaintance attempted to cross Delaware Avenue on foot.  Upon seeing the approaching vehicle, the acquaintance stopped in the roadway. However, Hagelstein began to run across the roadway and was struck by the vehicle.  Hagelstein, a resident of New Castle, Del., was transported to Christiana ER where she died from injuries sustained in the collision.

Lt. Bill Hargrove reports that that Kyle Loyd left the scene but was located a short time later by members of the Newark Police Street Crimes Unit.  Loyd was taken into custody without incident and transported to the Newark Police Department.

The Newark Police apparently believe that a sizable segment of the community must believe that all persons arrested are guilty as they include the following unusual statement in their press release: “The Newark Police Department affirms that all defendants are presumed innocent until proven guilty beyond a reasonable doubt.”
