Dougera Illarion, 36, of Miami, was behind the wheel of a Mustang convertible the afternoon of May 8, 2015. The car mowed down two palm trees as it traveled in the 1500 block of South Hiatus Road, Pembroke Pines police said.

Witnesses told investigators the Mustang drove on a grass shoulder, crossed lanes and traveled along the median.

The car sheared one palm tree near its base, spun around and struck a second palm tree before rolling over onto the passenger side, according to an arrest report.

After the Mustang flipped, passenger Edner Junior Rouzard, 28, of Miami, was found on the ground. A paramedic declared him dead. Rouzard had worked with his father at E&M Rehabilitation and Medical Center in North Miami Beach.  MORE

Broward County Court records show that Rouzard had been charged with dozens of criminal citations for placing credit card skimmers in the Miami area and pleaded guilty to credit card fraud on Nov. 22, 2013. He was placed on five years probation.
