COVINGTON, Ky. (July 31, 2011)  — A Covington city  commissioner was arrested and booked into the Kenton County Detention Center  early Saturday morning.
Covington police said City Commissioner Steven L. Frank was observed by  officers at about 2:31 a.m. in Covington, at Rivercenter Boulevard and Madison  Avenue.  According to police, Frank ran two stop signs. ….MORE

Police said they suspected alcohol to be involved. After an  investigation, it was determined that Frank was driving under the influence.
