According to an arrest affidavit, Bobby Joe Williams, 33, 28A Lock Dr., was pulled over at Stella and North Fourth streets by West Monroe police for going 46 mph in a 30 mph zone.  When the officer made contact with Williams, he had confusing speech, watery eyes and smelled of suspected alcohol, reports stated. The officer said Williams performed poorly on field sobriety tests. A check of his driver’s license revealed it was suspended in Georgia and Williams had no Louisiana license.   MORE
