According to the Maryland State Police: at 11:34 p.m. on November 21, 2016, the Maryland State Police Forestville Barrack received a 911 call regarding a traffic crash on southbound Rt. 4, north of Dower House Road, near Upper Marlboro.  The first arriving trooper found two vehicles were involved in a crash at a traffic light.

The investigation indicated a 2008 Ford Explorer had run into the rear of a 2007 Mercedes S550.  The Mercedes had been stopped at the traffic light.

The occupants of the Mercedes were the driver, Matthew Collins, 47, of Upper Marlboro, and his passenger, Teresa Collins, 52, of the same address.  Both were transported by ambulance to Prince George’s Hospital for treatment of injuries.

The driver of the Ford Explorer was not at the immediate scene when troopers arrived.  A medic gave a description of a man walking from the scene to one of the first arriving troopers.  The trooper spotted that individual about 70 yards away walking in the center median, before crossing the northbound lanes and walking along the shoulder.  When the trooper first saw him, the person was walking back toward the scene of the crash.

Trooper N Murray contacted the man and identified him as the driver of the Ford Explorer.  He was identified as Prince Georges County Councilman Jamel Ramon “Mel”. Franklin, 40, of Upper Marlboro.  The Ford Explorer was registered to Prince George’s County.

Upon contacting Franklin, the trooper noted signs of possible impairment.  A further investigation led to Franklin’s arrest for driving under the influence.  He was transported to the State Police Forestville Barrack where he was subsequently charged on traffic citations with driving under the influence, driving while impaired, negligent driving, and failure to control speed to avoid a collision.  He was later released to a sober driver.  State Police will be consulting with the Prince George’s County State’s Attorney’s Office regarding possible additional charges.

On Dec. 16, 2008, Franklin was charged with driving on a suspended license in Baltimore County Md by Baltimore County Police Officer Robert Smith On April 6, 2009, Franklin entered a guilty plea an was given Probation before Judgment.
