MONROE TOWNSHIP – Ernest Feist, the director of emergency management for Monroe Township, was intoxicated and speeding when he caused an accident that injured three people Tuesday night, according to the Middlesex County Prosecutor’s Office.

Feist, 54, who also works as city engineer for Perth Amboy, was charged with two counts of aggravated assault and one count of assault by auto for causing the collision, the prosecutor’s office said.
