New York: Jefferson County and New York State Police DWI arrests published by Watertown Daily News on Aug. 18, 2012

The following were charged with driving while intoxicated and related offenses:

Scott A. Monroe, 43, Natural Bridge, was charged by Jefferson County sheriff’s deputies at 10:55 p.m. Monday with felony DWI and first-degree aggravated unlicensed operation of a vehicle on Route 3 in the town of Wilna. His blood alcohol content was listed as 0.13 percent. State law sets 0.08 percent BAC as the threshold for intoxication. His felony charge is based on his DWI conviction from an arrest in April 2008 in Carthage. He also was cited with crossing hazard markings, failure to keep right and having an unsecured license plate.

David T. Harrigan, 62, of 26137 Allen Drive, Watertown, was charged by state police with felony DWI, operating a vehicle with suspended registration, driving an uninsured vehicle and having insufficient taillights as a result of his arrest at 1:30 a.m. Thursday on Route 342 in the town of Pamelia. He tested at 0.10 percent BAC, police said. He is charged with a felony because he was convicted of DWI in January 2004.
