First time was the charm for Joel Norman; killed two people on Easter Sunday in wrong-way DUI crash

According to the Rhode Island State Police, at 1:32 AM, Sunday, April 5, 2015, Troopers arrested Joel Norman, age 24, of 15 Arkwright, Webster, Massachusetts for 1.) Driving Under the Influence of Alcohol and or Drugs B.A.C. Unknown, 2.) D.U.I.- Death Resulting, 3.) D.U.I. – Death Resulting, 4.) Driving to Endanger – Resulting in Death, 5.) Driving to Endanger – Resulting in Death.

The arrest was the result of Troopers responding to a Fatal motor vehicle accident on Route 6 in the City of Providence.

This was Norman’s first drunken driving arrest, State Police Captain Robert Wall said.
Police said Norman was driving the wrong way on Route 6 East near Toby Street around 1:30 a.m. when he hit a Honda Civic head-on.
Tiffany Sical, 21, of Providence was driving the car, and her boyfriend, Brayan Rodriguez-Solis, 23, of Central Falls, was in the passenger seat. Sical was pronounced dead at the scene. Rodriguez-Solis was taken to Rhode Island Hospital, where he was pronounced dead.  ….MORE

PROVIDENCE, R.I. — The couple killed in a wrong-way crash on Route 6 early Sunday morning were high school sweethearts and planned to get married, friends and relatives of one of the victims said Sunday afternoon.

Tiffany Sical, 21, and Brayan Rodriguez-Solis, 23, were killed when the Honda Civic Sical was driving was struck by a vehicle driven by Joel Norman, 24, of 15 Arkwright Street, Webster, Mass. Norman faces charges in the deaths.

The couple were returning from a Warwick screening of “Furious 7” when their car was struck, according to Daniel Pineda, a cousin of Rodriguez-Solis.

Rodriguez-Solis “was the same way she was — he had a really big heart,” said Maria Carrillo of Providence, who said she was Sical’s best friend. “He was a great father.”

The two have a 6-year-old daughter, Jaylene Rodriguez, said Diana Paz, a cousin of Sical’s. They met at the Met School in Providence, she said.

A comment on this story was left by a reader at the Providence Journal website: Karen: “Time for the charges in this type of case to be upped to murder, and not manslaughter. Yes, manslaughter is still a felony but the weight and stigma of MURDER as a criminal offense, may carry more weight in the civil matters that follow. Listening to the defendant’s attorney try to minimize the evil their client did just makes me nauseous. As someone who has been a first responder, and has worked in a number of ERs over 30+ years in health care, there isn’t a speck of sympathy for the perps. I have been in the situation with the perp asking for something for pain, while on the other side of the curtain, a doctor is trying to console the victim(s) family saying “despite our best efforts, we were unable to save ……” Throw the book at this perp and all like him. Two young people are dead today at his hands. Note to his family – spare us the “he is a good and loving son …..” My condolences to all who knew and loved Tiffany and Bryan”

 Charles Cabral spent night in jail on DUI arrest

SMITHFIELD, R. I. — Rhode Island State Police report that on April 5, 2015 at 1:25 AM, Troopers arrested Charles Cabral, age 36, of 30 Ingleside Avenue, Cranston, Rhode Island for 1) Driving Under the Influence of Liquor – BAC Unknown and 2) Refusal to Submit to a Chemical Test.

The arrest was the result of a motor vehicle stop on Douglas Pike in the Town of Smithfield. The subject was transported to State Police Headquarters where he was processed and held overnight pending morning arraignment.
