Virginia: State Police report Andrew Wayne Lovell charged with felony DUI manslaughter for killing Crystal Floyd
Police say that Lovell was charged with DUI and felony involuntary manslaughter. Alcohol played a factor in the traffic crash and safety belts were not in use at the time of the crash.
