08/31/2014 — Police charged an Elizabethton man with his sixth drunken driving offense after officers said he fled the scene of a hit-and-run accident.
On Friday afternoon at around 1:30, Johnson City police arrested Robert E. Winters, 51, after his car was stopped less than a mile from the site of the accident, near the intersection of North State of Franklin Road and West Market Street.
In the arrest report, police said that, after stopping a 2009 Dodge Challenger fitting the vehicle’s description, Winters exited the car and appeared unsteady on his feet. When Winters gave officers his license, police said, he told them it had been revoked for driving under the influence. Police said a records check showed Winters had been charged with DUI on five separate occasions in Carter County since 1997.
