Delaware: State Police Say Michael Burns was high-balling and DUI when he crashed into another vehicle
Michael Burns, who was not properly restrained at the time of the crash, was pronounced dead at the scene. Natasha Sagapolutele, who was properly restrained at the time of the crash, was treated at the scene by New Castle County Paramedics.

Cook had two passengers inside his vehicle, 56-year-old Craig Uggen and 20-year-old Kriss Uggen, both of Thibodaux, LA.
Louisiana: DUI driver Tracy Govan out on bail after killing Sterlington Police Officer David Elahi
At the time of the crash, Govan was determined to be impaired. Govan was arrested and charged with vehicular homicide, vehicular negligent injury, improper lane usage and failure to move over for emergency vehicle on the shoulder.
