The Annapolis man charged in the March death of 71-year-old Ruby Whitfield pleaded guilty to charges of involuntary manslaughter and driving under the influence of alcohol Wednesday.
Whitfield was struck and killed March 21 as she was leaving a church meeting in the 1100 block of Florida Avenue NE. Police say the driver, Joel R. Bromwell, 32, had at least two drinks at a downtown Washington night club before the crash. He left the scene after striking Whitfield. ….MORE
