Charges have been filed against Sgt. Jill Voltmer, a patrol supervisor with the St. Joseph Police Department, in connection with a hit-and-run automobile accident.  Sgt. Voltmer is charged with a Class B misdemeanor of driving while intoxicated. According to a probable cause statement, the charges stem from an accident near 28th and Monterey streets shortly after noon Thursday.   ….MORE
