Missing front plate tipped off tipsy driver’s drugged condition; DWI, cocaine and pot – all go together like a horse & carriage

Police report that on February 14, 2019, at 8:07 pm, Officer Reynolds was on routine patrol when he observed a 2001 BMW traveling onto Main Street from Rt. 206 with no front license plate.

Officer Reynolds initiated a motor vehicle stop of the BMW in the area of Flanders Bartley Road. Officer Reynolds made contact with the driver, who was identified as Mr. Eren Bubay.

Police say that as Officer Reynolds spoke with Bubay he noted that Bubay was nervous and appeared to be under the influence of CDS. Mr. Bubay was asked to exit the vehicle, and a subsequent search of the vehicle yielded three small ziplock baggies containing suspected cocaine, two baggies of suspected marijuana, and two pipes containing suspected cocaine residue. Mr. Bubay was placed under arrest, and a subsequent search of Bubay’s person yielded an oxycodone pill in his pants pocket.

Bubay was transported to police headquarters and charged with Possession of CDS Schedule I-IV, Possession of Marijuana, Possession of Paraphernalia, Under the Influence of CDS, Improper Display of Plates, Maintenance f Lamps, Misuse of Dealer Plates, Loud Muffler, Failure to Inspect, Unregistered Motor Vehicle, and Possession of CDS in a Motor Vehicle. Mr. Bubay was released pending a court hearing.

Elias N. Otalora-Losada charged with DWI after bouncing off of guardrail in bumper cars roundup and blowing through red light

Incident/Event: DWI, Reckless Driving Date: February 17, 2019 Location: Rt. 46 Budd Lake, NJ Investigated by Officer Michael Carletta Involved: Elias N. Otalora-Losada (A), 44 YO M, Budd Lake, NJ.

Officer Michael Carletta began his career with the Mount Olive Police Department in July 2013.

February 17, 2019, at 2:50 am, Officer Carletta was on routine patrol when he observed a 2014 Nissan traveling west on Rt. 46 leave its lane of travel, striking the guardrail, then proceeding on Rt. 46, failing to stop at the red traffic signal at the intersection of Rt. 46 and International Drive.

Officer Carletta initiated a motor vehicle stop of the Nissan in the area of the Village Green Shopping Center. Officer Carletta made contact with the driver, who was identified as Otalora-Losada. As Officer Carletta spoke with Otalora-Losada he detected the odor of an alcoholic beverage and noted that Otalora-Losada appeared to be impaired.

Otalora-Losada was asked to exit the vehicle to perform field sobriety testing. Otalora-Losada was subsequently placed under arrest and transported to police headquarters where he submitted to chemical breath testing. Mr. OtaloraLosada was charged DWI, Reckless Driving, Failure to Maintain Lane, Leaving the Scene of an Accident, Failure to Report an Accident, Unlicensed Driver, Open Container of Alcohol in a Motor Vehicle. Mr. Otalora-Losada was released to a sober driver pending a court hearing.

Rebecca Mattes nearly sideswiped police cruiser; charged with DWI

Incident/Event: DWI, Refusal to Submit to Chemical Breath Testing, Reckless Driving Date: February 17, 2019 Location: Rt. 46 Budd Lake, NJ Investigated by Officer Gregory Slinger Involved: Rebecca B. Mattes (A), 26 YO F, Budd Lake, NJ On February 17, 2019, at 3:40 am, Officer Slinger was on routine patrol when he observed a 2011 Mazda traveling west on Rt. 46 fail to maintain its lane of travel, nearly sideswiping Officer Slinger’s patrol vehicle. Officer Slinger initiated a motor vehicle stop of the vehicle in the area of Village Way. Officer Slinger made contact with the driver, who was identified as Rebecca Mattes. As Officer Slinger spoke with Mattes he detected the odor of an alcoholic beverage and noted that Mattes appeared to be impaired. was asked to exit her vehicle to perform field sobriety testing.

Mattes was subsequently placed under arrest. A search of Mattes’ person yielded a vape pen which contained suspected THC oil.

Mattes was transported to police headquarters where she refused to submit to chemical breath testing.

Mattes was charged with Possession of Marijuana, Possession of Paraphernalia, DWI, Refusal to Submit to Chemical Breath Testing, Reckless Driving, Failure to Maintain Lane, Speeding, Maintenance of Lamps, Failure to Notify DMV of Address Change, and Possession of CDS in a Motor Vehicle. Ms. Mattes was released to a sober driver pending a court hearing.

Heroin highlighted by plate reader

Incident/Event: Possession of CDS Schedule I-IV, Possession of Paraphernalia Date: February 9, 2019 Location: Rt. 46 Budd Lake, NJ Investigated by Officer Mark Reynolds Involved: A. Riccio (A), 31 YO M, Hardwick, NJ

Mount Olive Police report that on February 9, 2019, at 8:05 pm, Officer Reynolds was on routine patrol in a patrol vehicle equipped with an Automatic License Plate Reader, and was alerted to a 2004 Ford west on Rt. 46 with an expired registration.

Officer Reynolds initiated a motor vehicle stop of the Ford in the area of Target. Officer Reynolds made contact with the driver, who was identified as Riccio. As Officer Reynold spoke with Riccio he noted that Mr. Riccio appeared to be nervous, and did not have consistent facts about his travels.

A subsequent consent search of the vehicle yielded an empty fold of suspected heroin as well as a fold containing suspected heroin. Riccio was placed under arrest and transported to police headquarters. He was charged with Possession of CDS Schedule I-IV, Possession of Paraphernalia, Unregistered Vehicle, Failure to Inspect, and Possession of CDS in a Motor Vehicle.

Brian McCabe’s Gin Slumber Coach

Incident/Event: DWI, Reckless Driving Date: February 10, 2019 Location: Equity Plaza 382 Rt. 46 Budd Lake, NJ Investigated by: Officer Sean Smith Involved: Brian K. McCabe (A), 48 YO M, Hampton, NJ On February 10, 2019, at 2:23 am, Officer Smith was on routine patrol when he observed a 2012 Honda parked diagonally in the parking lot of Equity Plaza, taking up two spaces.

As Officer Smith pulled up next to the vehicle, he observed the driver be sleeping in the driver seat, and the vehicle was still running. Officer Smith made contact with the driver, who was identified as McCabe. As Officer Smith spoke with McCabe he detected the odor of an alcoholic beverage and noted that McCabe appeared to be impaired. A plastic bottle containing gin was also located in the vehicle.

McCabe was asked to exit his vehicle to perform field sobriety testing. McCabe was subsequently placed under arrest and transported to police headquarters, where he submitted to chemical breath testing.

McCabe was charged with DWI, Reckless Driving, Consumption of Alcohol in a Motor Vehicle, and Open Container of Alcohol in a Motor Vehicle. Mr. McCabe was released to a sober driver pending a court hearing.
