OHIO: Dopey dopers behind the wheel just as dangerous as drunks; Washington County Sheriff Deputy sidelines Chase Kasler for DUI-Drugs; DUI and OVI arrests as of June 7, 2019

The Washington County SHERIFF LARRY R. MINCKS SR. reports that on June 6, 2019, Deputy Zide was patrolling US 50 near Farson Street, Belpre, OH, when he observed a Chevy passenger car cross the right-hand fog line and remain there for some time before regaining its proper position in the roadway.

A traffic stop was conducted with the driver, Chase Kasler, and juvenile(s).  An odor of marijuana was detected and Kasler advised he had marijuana and a pipe.  A search revealed a small amount of marijuana and two marijuana smoking pipes, admittedly belonging to Kasler. He advised he had just smoked some marijuana, at the last rest stop.  

Kasler submitted to field sobriety tests in which he produced indicators of being under the influence of marijuana.   Chase Michael Kasler, 21, 6800 Baker Road, Athens, OH, driving under the influence of alcohol/drugs, improper lane usage, illegal use or possession of drug paraphernalia, possession of marijuana and endangering children.

The following persons were arrested by the Washington County Sheriff’s deputies and booked into the county jail:

Kevin Michael Mills, 26, 205 Carl Wade Road, Princeton, WV, possession of drugs, a felony, 2 counts driving while under the influence of alcohol/drugs, driving under OVI suspension, and possession of marijuana, all misdemeanors.

Julie Marie Williams, 36, 8358 Messaros Road, Glouster, OH, driving while under the influence of alcohol/drugs, a misdemeanor.

Zachary Thomas Shaw, 29, 328 Castle Marina Drive, Apt. 9, Greenup, KY, 2 counts driving while under the influence of alcohol/drugs, contempt of court, and no seatbelt, all misdemeanors.

Joshua Dale Wax, 28, homeless, driving while under the influence of alcohol and/or drugs, a misdemeanor.

Dustin Clark Hadley, 23, 901 Holly Hill Drive, Columbus, OH, driving while under the influence of alcohol/drugs and speed, both misdemeanors.

Lucas Trey Haynes, 23, 108 E. Colonial Square, Belpre, OH, driving while under the influence of alcohol/drugs, improper lane usage, failure to comply with order or signal of a peace officer, and possession of marijuana, all misdemeanors.

Martha Louise Torres, 58, 2103 Ida Drive, Troy, MI, OVI, alcohol or drugs of abuse and improper lane usage, a misdemeanor.

Michael Robert Petrocco, 2847 Youngstown Avenue, McDonald, OH, failure to appear on a driving while under the influence of alcohol/drugs charge.

Denine Lynn Stewart Mullins, 1210 Hocking Road, Belpre, OH, probation violation, on a driving while under the influence of alcohol/drugs charge.

Matthew Thomas Steele, 27, homeless, OVI (Operating Vehicle Impaired) driving under suspension, no seatbelt, improper lane usage and probation violation, all misdemeanors.

Jordan Levi Walker, 28, 1350 Mount Tom Road, Marietta, OH, contempt of court, a felony, OVI, possessing drug abuse instruments, contempt of court, probation violation and contempt of court, failure to appear, misdemeanors.

Shari Eckert, 39, of 1480 Main Street, Stockport, OH. On 27 Apr 19 Deputy Gainer was working at the Washington County Jail when Shari Eckert was brought to the Jail by the Ohio State Highway Patrol.  Eckert, age 39, 1480 Main Street, Stockport, OH, was being charged with driving while under the influence of alcohol/drugs, no seatbelt, and left of center.  During a patdown of Eckert, she was asked if she had any weapons, drugs or contraband on her person and she stated not to her knowledge.  Eckert was found to be in possession of a small bag containing a crushed white powdery substance.  Eckert was charged with possession of a controlled substance and conveyance into a detention facility.

Ashton Garrett Linger, 19, 1599 Camp Hervida Road, Waterford, OH, driving while under the influence of alcohol/drugs, speed, and open container, all misdemeanors.

Amanda Lynn Dobbins, 38, 560 Bender Road, Marietta, OH, driving while under the influence of alcohol drugs, left of center and resisting arrest, all misdemeanors.

Brittany Coleen Eady, 26, 27482 SR 7, Marietta, OH, drug paraphernalia, driving while under the influence of alcohol/drugs, and driving under suspension, misdemeanors, possession of drugs, illegal conveyance of drugs, 2 counts, all felonies.

Shari Danielle Eckert, 39, 1480 Main Street, Stockport, OH, driving while under the influence of alcohol/drugs, no seatbelt, and left of center, misdemeanors, illegal conveyance of drugs and possession of cocaine, felonies.

Robert S. Jay, 662 Valley View Road, St. Mary’s, WV, probation violation on a driving while under the influence of alcohol/drugs charge

Julie Marie Williams, 8358 Merraros Road, Glouster, OH, probation violation on a driving while under the influence of alcohol/drugs charge.

Levi Scott Jarvis, 21, 106 Meadowcrest Lane, Little Hocking, OH,  On 18 Apr 19 at approximately 0927 hours Lt. Hornbeck was driving north on Seventh Street in the City of Marietta, Ohio, behind a maroon Mazda.  The driver of the Mazda made an abrupt left turn into the parking lot of Tim Horton’s, nearly striking a vehicle driving south on Seventh Street.  Lt. Hornbeck initiated the emergency lights and once on the parking lot of Tim Horton’s the driver of the Mazda accelerated rapidly around the building, through the drive-thru (passing cars), then turning left onto Seventh Street.  Lights and siren were both activated signaling the vehicle to stop.  The driver traveled on Seventh Street, turning left across the Speedway parking lot and back out onto Green Street.  The driver then made a right turn onto Hardwood Court.  The driver, later identified as Levi Scott Jarvis, continued at a high rate of speed on Hardwood Center Drive, across Pike Street, striking a Jeep Cherokee that was driving on Pike Street.  Jarvis failed to stop and continued across the parking lot of the Verizon business, traveling south on Seventh Street across Wayne Street, and through the stop sign into a grassy area.  Jarvis eventually crashed into a large rock flower planter and a red truck parked in the 300 block of South Seventh Street.  Jarvis exited the vehicle and fled on foot towards the Ohio River. Once at the river, Jarvis jumped into the water and started to swim across.  Jarvis apparently changed his mind in the cold water and retreated back to shore where he was taken into custody.  Jarvis, age 21, 106 Meadowcrest Lane, Little Hocking, OH, was placed under arrest.  Jarvis advised Lt. Hornbeck that he had a baggie of marijuana in the vehicle.  Also noted in the vehicle was a loaded 32 cal. revolver.  Jarvis advised Officers that he had consumed three Xanax pills and was under the influence of them. Jarvis said he did not even know he hit the white Jeep because he was “[expletive] up”.  Deputy J McConnell had also recovered a baggie of .82 grams of methamphetamine.  Upon being processed into the Jail, two live rounds of .32 cal. ammo was found on Jarvis.  A standardized field sobriety test was given to Jarvis, which he performed poorly on. Jarvis made the comment “I failed”.  Jarvis was charged with carrying a concealed weapon, driving while under the influence of alcohol/drugs, no operator’s license, reckless operation, failure to comply, failure to stop after an accident and possession of drugs.

Alexander Russell Tokar, 26, 9633 River Styx Road, Wadsworth, OH, trafficking in drugs and possession of drugs, both felonies, driving under the influence of alcohol/drugs and failure to control both misdemeanors.

Shelby Nicole Ingram, 26, 7250 State Route 60, Lowell, OH, possession of drugs, a felony, drug paraphernalia, driving while under the influence of alcohol/drugs, no seatbelt, expired plates, follow too close, all misdemeanors.

Stephen Paul Ritchie, 49, 6658 Archers Fork Road, New Matamoras, OH, breach of recognizance (Noble County) and contempt of court, both felonies, driving while under the influence of alcohol/drugs, drug paraphernalia and breach of recognizance, all misdemeanors.

Michal L Paventi, 49, 4814 Westchester Drive, Youngstown, OH On 11 Apr 19 Deputy Parks was patrolling for a vehicle which was reported to have a male subject passed out in the driver’s seat at the Miller’s AM/PM.  The subject had reportedly left the parking lot going southbound on State Route 821.  Deputy Parks made contact at the Speedway, Muskingum Drive, Marietta, Ohio.  The operator, identified as Michael L.  Paventi, claimed he was tired due to traveling all day from Youngstown, Ohio. Paventi’s eyes were glassy and he appeared unsteady on his feet. Paventi was asked to perform standard field sobriety tests, which he performed with poor results. Paventi was advised he was being placed under arrest at that time.  Paventi was asked if he had anything in his vehicle he should not have.  Paventi stated no, however Deputy Parks located a powdery substance, straw tube and razor blade with residue in the console.  Also located was a bag of Adderall pills and several unopened Suboxone strips.  Paventi stated he had prescriptions for all the Suboxone and Adderall, however the other items were not his.  Michal L Paventi, age 49, 4814 Westchester Drive, Youngstown, OH, was placed under arrest for possession of drugs, 2 counts, having physical control of a vehicle while under the influence and possession of drug paraphernalia.  Paventi was transported to the Washington County Jail for processing.

Carrie Renigh Ramage, 23, 508 Fifth Street, Lowell, OH. On 13 Apr 19 Deputy Brown was patrolling the area of State Route 339, Waterford Township when he observed a traffic violation, left of center, numerous times.  A traffic stop was conducted, and contact was made with the driver, Carrie R. Ramage.  Deputy Brown detected an odor of alcoholic beverage on or about her person and asked Ramage if she had been drinking to which she stated she had consumed mixed alcoholic drinks earlier in the night in Marietta.  Ramage was asked to perform some standard field sobriety test, which she performed poorly on.  Carrie Renigh Ramage, age 23, 508 Fifth Street, Lowell, OH, was placed under arrest for driving under the influence and left of center.  Ramage was transported to the Washington County Jail.

Marc Lewis Jaeger, 51, 488 Muskingum Drive, Marietta, OH, driving while under the influence, a felony, and stop sign violation, a misdemeanor.

Charles Rex Justis, 50, 46545 SR 248, Long Bottom, OH, having physical control of a vehicle while under the influence, a misdemeanor.

On 7 Apr 19 Deputy Schwendeman responded to a business on State Route 821, Marietta, OH, to a report of a female slumped over the steering wheel of a car in the parking lot.  Deputy Schwendeman met with the female, Angela R. Fleeman, 39, 711 Ninth Street, Marietta, OH, who stated she fell asleep and denied any illegal substance use.  Fleeman’s eyes appeared glassy and her speech was slurred.  Fleeman gave consent to search, in which a vaping device was located, which Fleeman stated contained marihuana oil.  Fleeman also reported taking numerous prescription drugs earlier this date.  The standard field sobriety tests were attempted with poor results.   Fleeman also had concealed marihuana oil in a vial in her shirt.  Angela R. Fleeman, age 39, 711 Ninth Street, Marietta, OH, was placed under arrest for being in physical control of a vehicle while under the influence of drugs or alcohol, possession of a controlled substance and possession of marijuana paraphernalia.

Penny Sharon Lewis, 53, 2519 Union Mill Road, Houston, TX On 3 Apr 19 Deputy Zide was on patrol when he observed a traffic violation and conducted a traffic stop.  The driver, Penny S. Lewis, was found to have an odor of an alcoholic beverage about her person. Lewis admitted to consuming a pint of Crown Royal.  Lewis submitted to standardized field sobriety tests, which she performed poorly on.  K9 Rita also gave an alert on the vehicle and upon searching the truck, unopened bottles of Bud Light beer were located. Penny Sharon Lewis, age 53, 2519 Union Mill Road, Houston, TX, was placed under arrest for driving while under the influence of alcohol/drugs, open container, marked lanes, and refuse to submit to test commercial OL.  Lewis was transported to the Washington County Jail for processing.

Stacy Ray Robinson Sr, 51, of 5355 State Route 26, Marietta, OH. On 29 Mar 19 Deputy Young was on patrol in Lawrence Township when he observed a vehicle stopped in the roadway.  The driver, Stacy Ray Robinson Sr., was asked if everything was okay and upon speaking with Robinson, an odor of alcohol was detected about his person.  Robinson was unable to complete the field sobriety tests.  Robinson, age 51, 5355 State Route 26, Marietta, OH, was placed under arrest for OVI and transported to the Washington County Jail for processing.  Robinson tested .193 BAC.  

Hannah Nicole Beha, 25, 185 Westwood Way, Washington, WV, On 30 Mar 19 Deputy A McConnell was on patrol when she observed a vehicle driving without headlights.  A traffic stop was conducted and the driver, Hannah Nicole Beha, was advised why she was stopped.  Deputy McConnell detected the odor of an alcoholic beverage on her person and Beha advised she had a couple drinks.  Beha, age 25, 185 Westwood Way, Washington, WV, performed poorly on the standard field sobriety tests and was placed under arrest for OVI and transported to the Washington County Jail for processing. Beha submitted to a breath test with the result being .155 BAC.

Anthony Wayne Kitchen, 51, 15 Henderson Lane, Williamstown, WV, 2 counts driving while under the influence of alcohol/drugs, both misdemeanors.

Penny Sharon Lewis, 53, 2519 Union Mill Road, Houston, TX, driving while under the influence of alcohol/drugs, open container, marked lanes, and refuse to submit to test commercial OL, all misdemeanors.
