A Woodburn, Oregon woman is dead and Salem man is in jail on DUI manslaughter charges after a booze cruised ended when the DUI driver rear-ended a taxi, killing a passenger.
According to the Oregon State Police, on November 15, 2015 at 2:43 AM Oregon State Police Troopers (OSP) responded to a two vehicle fatal crash on SR HWY 99 near Belle Passi Road just outside of Woodburn city limits.
According to Senior Trooper Frank Hagen, vehicle #2, a 2000 Honda Odyssey, was traveling southbound on HWY 99 E near milepost (MP 34) when it was rear-ended by vehicle #1, a 2002 Chevrolet Avalanche.
Vehicle #2 was a taxi and was operated by Erica Perez Perez, age 31, from Woodburn. Vehicle #1 was being operated by Leovigildo Torralba Arzola, age 29, from Salem.
Vehicle #2 was also occupied by three passengers and they have been identified as: (right front) Eliceo Armmenta Arredondo, age 41, from Beaverton; (left rear) Francisco Aguilar Munoz, age 45, from Hillsboro; (right rear) Martha Cruz Aldama, age 34, from Woodburn. Safety restraints were being used by the front passenger and driver and it is unknown if seat belts were being used by the rear passengers. Martha Cruz Aldama was pronounced deceased at the scene.
Alcohol is being considered as a contributing factor for the crash. Leovigildo Torralba Arzola has been lodged at the Marion County jail for driving while under the influence of intoxicants, reckless driving, reckless endangering person (x3) and manslaughter II. Additional charges may be considered as the investigation continues.
OSP was assisted by Woodburn Police Department, ODOT, OSP-Criminal Division, Hubbard PD, Keizer PD, and Marion County District Attorney’s Office.
