ALAMANCE COUNTY, N.C. — A Mebane City Council member who is running for a state legislative seat has been charged with driving while impaired.
Patty Philipps was arrested around 2:30 a.m. Saturday after being stopped on Interstate 40 in Burlington.
Philipps blew a .15 percent blood alcohol level on a Breathalyzer test, troopers said. The legal limit in North Carolina is .08 percent.
Philipps was arrested at the scene and later released on bond.
Philipps, a Democrat, announced in February that she was running for the District 63 seat. ….MORE
