Alan Jacob Mogollon-Anaya sought for Vehicular Homicide

According to Sheriff Ed Graybeal, Investigators are searching for Alan Jacob Mogollon-Anaya, age 30, formerly of 1010 Conklin Road Jonesborough. Mogollon-Anaya is wanted on charges of Vehicular Homicide by Intoxication, 3 counts of Aggravated Child Abuse and Neglect, Aggravated Assault, Driving Under the Influence 4th offense, Driving Left of Center, and Violation of Probation.

On March 16, Mogollon-Anaya was the driver of a vehicle which was involved in a motor vehicle crash, on Conklin Road, in which there was a fatality. Shirra N Branum was killed in the crash, and her 9 year old son was injured. Mogollon-Anaya’s 3 children were also injured. Mogollon-Anaya was transported to the Johnson City Medical Center where he remained for several days. Blood was taken from Mogollon-Anaya and submitted to the TBI lab for a Blood Alcohol Content test.

KILLER GAVE COPS THE SLIP

The Washington County Sheriff’s Office CRASH team was called out to the scene to work the crash. The result of the crash investigation led the CRASH team to determine Mogollon-Anaya was at fault. The results were returned on April 4, 2017. The BAC results were .20, over 2 times the legal limit.

TWICE THE LEGAL LIMIT

Deputies began searching for Mogollon-Anaya, but just missed him at that time. Mogollon then fled the area to avoid prosecution. Mogollon sent messages to relatives trying to make authorities believe he was in Mexico, but Washington County authorities believe he is still currently in the continental United States.

Washington County Investigators have asked for and received the assistance of the Tennessee Bureau of Investigation, and the Department of Homeland Security in helping to locate Mogollon-Anaya. Agents of the Custom, Border Patrol were also put on alert to watch for Mogollon-Anaya.

Mogollon-Anaya is not a legal resident of the United Stated, but was issued a temporary work visa on August 2016, and is out on a bond awaiting a hearing for a Work Visa.

Police say that Mogollon-Anaya has relatives in the State of Louisiana; contact has been made with them by the Kenner Louisiana police department.

According to Sheriff Ed Graybeal, The Washington County Sheriff’s Office is investigating a traffic crash that claimed the life of a Jonesborough woman on March 16, 2017. The crash occurred around 6:23 p.m. and has claimed the life of Shirra N. Branum, 37, of Jonesborough the driver of a 2001 X-Terra, and injured her 9-year-old son who was admitted to the JCMCH.

The driver of the second vehicle Alan J. Mogollon- Anaya who was driving a 2002 Ford F-150 was also injured and is in stable condition, his 3 children who were passengers in the vehicle remain in ICU.

Alan Jacob Mogollon-Anaya, a Mexican national, charged in April 2017, with aggravated vehicular homicide, DUI, and aggravated assault following the crash that resulted in the death of Shirra Branum, 37, in Washington County, Tennessee.

Mogollon-Anaya, who had two prior DUI convictions, entered the country without inspection at an unknown place in 2003. He was ordered removed in October 2017. He is an ICE immigration fugitive in addition to being a criminal fugitive.

JONESBOROUGH – Shirra Nicole Branum, 37, Jonesborough, passed away Thursday, March 16, 2017.

Shirra was born in Johnson City to Wishbone and Cindy Brooks Scalf.

She attended McKinley Memorial Bible Church. Shirra loved the mountains, she loved to hike and go camping. She was known for helping people as much as she could. Shirra was the proudest mother and loved her whole family dearly.

Shirra was preceded in death by her grandparents, Mae and Riley Scalf, Shearls and Frances Brooks, Robert Neal Armagost and Karma Dyke, and Evelyn Kilgore; three uncles, Junior Scalf, Sam Scalf, and Dewey Scalf; and one aunt, Mary Ruth “Pebbles” Scalf.

In addition to her parents, survivors include: her husband, Randy Branum II; three children, Taylor Branum, Madison Branum and Randy Branum III; two sisters, Christy Neece and Leatha Scalf; five nieces and nephews, Alissa Campbell, Hunter Hayes, Haley Hodge, Harper Ratliff and Casius Neece; mother-in-law and father-in-law, Randy and Robin Branum and Pam Branum and Tony Walls; and many special friends.

The family of Shirra Branum will receive friends from 5:00 PM until 7:00 PM Wednesday, March 22, 2017, at Morris-Baker. The funeral service will follow at 7:00 PM with Rev. Lenny Smith officiating. Pallbearers will be Paul Scalf, Travis Gamble, Matt Ratliff, Brandon Hicks, Matt Neece and Neil Hackler. Family and friends are asked to meet at the funeral home by 12:15 PM Thursday to go in procession to McKinley Memorial Bible Church Cemetery for 1:00 PM graveside services.
