CHARLESTON, W.Va. — A Charleston councilwoman was arrested and charged with driving under the influence Monday night after attending a council meeting earlier in the evening.
This is the fourth time Teresa “Tricky” Reed, 58, has been charged with driving under the influence in as many years.
