LOCKPORT—A man who failed drug tests while on probation for driving while intoxicated was sentenced to a year in jail Tuesday by Niagara County Judge Sara Sheldon Sperrazza.   Douglas T. Frew, 49, of Chestnut Street, Lockport, admitted in court that he is addicted to crack cocaine. He was pulled over Dec. 7, 2008, on Hollenbeck Road in Royalton and pleaded guilty to a misdemeanor DWI charge in July 2009.   MORE
